In honor of a FEMA employee's young child who lost a battle with cancer, colleauges and fellow FEMA employees rally to celebrate the birthday with the release of 9 baloons. The child would have been 9 years old and FEMA empoyees honor the memory with a show of support. Adam DuBrowa/ FEMA
