The New York City Parks Department, with partial funding from FEMA's Public Assistance program, is constructing a baffle wall in the Rockaways, from Beach 126th Street to Beach 149th Street, to replace the older wall damaged during Hurricane Sandy. Workers place a section of concrete into the steel "H" pilings that were driven to a depth of 25 feet. The baffle wall will end up being four feet above street level. K.C.Wilsey/FEMA
