U.S. Department of Homeland Security Secretary Janet Napolitano presents the Rick Rescorla National Award for Resilience to Jane Cage and the citizens of Joplin at the community's 2-year tornado anniversary ceremony. Cage heads the Joplin Area Citizens Advisory Recovery Team, a citizen-based group that was begun with the help of FEMA after the city was devastated by an EF 5 tornado in May 2011 to help guide the community's long-term recovery. Rescorla died on 9/11 after helping to save scores of Morgan Stanley employees from one of the World Trade Center towers. This is the first national presentation of the DHS award in his honor.
