Swan Quarter was flooded in Hurricane Isabelle - so they built a dike 5' high made of steel, earthen berms and concrete. The town did not flood in Irene, thanks to this dike. FEMA mitigation experts work with cities and towns to develop solutions such as this. Photo by Marilee Caliendo/FEMA
