R) FEMA Federal Coordinating Officer Sandy Coachman facilitates the signing of the FEMA – Tribal Agreement with the Pala Band of Mission Indians’ Treasurer Theresa J. Nieto and Tribal Chairman Robert Smith. The tribal agreement will afford funding to help remediate damages on the Pala reservation from a heavy rain storm in late December 2010.
