Chevron, a partner in the Project Impact program with FEMA has taken expensive steps to mitigate against damage from heavy rains, and flooding by raising their power substations, forming an El Nino Team, running "flow-tests" on drains, clearing brush and trees, replacing electrical gutters with new stainless steel covers and much more.
