In recent years, there have actually been more earthquakes in Upstate NY. While nothing major, I’m curious if this could actually increase the risk, given the industry and recent occurrences?

Syracuse has a chance of becoming known for the ample water supply and free of major natural disasters if the local leadership invest in the water and sewer infrastructure to support multiple semiconductor manufacturing plants.

Yes, it is pretty well known that the water supply is pretty ample in the area between proximity to Lake Ontario, the Finger Lakes and Oneida Lake(the biggest lake completely within NY State), among others.

Sen. Charles Schumer said if upstate is chosen for a tech hub, it would turn the I-90 corridor from Buffalo to Syracuse "into America's semiconductor superhighway

As illustrated in this thread, the city has been coming along with new development as well. So, this is why I say that Oswego County, particularly Fulton/the Central Square and Phoenix areas due to being closer and Oswego due to its recent development, while still being close to the Micron site, may make out very well.

main hurdles surrounding the 2-nanometer site in Taichung revolve around the plant's water and electricity needs. Chip fabrication is a resource intense process that requires high levels of purity which needs large amounts of pure water to ensure that the purity requirements of the products are met. These have often created hurdles for TSMC, with a drought in Taiwan in 2021 forcing the fab to meet its water requirements by ordering water tankers.
